Is the Rose McGowan Arrest Warrant a Way to Silence the Outspoken Actress?

Actress Rose McGowan, best known for her 2001-2006 role on the hit show "Charmed" as the half witch/half whitelighter Paige Matthews has been making headlines lately for alleging that movie mogul Harvey Weinstein raped her back in 1997.
McGowan attended a Women's Conference in Detroit, Michigan on September 27th, 2017, where she made a powerful speech. She confided that someone from Weinstein's team had offered her $1 million to not come forward with her allegations.
A mere 3 days later, the actress announced on Twitter that an arrest warrant had been issued in Virginia back on February 1st of 2017 for her arrest. The warrant was issued by the Metropolitan Washington Airports Authority Police Department for a felony possession of a controlled substance.
Police investigations began after traces of narcotics were allegedly found in personal effects left by McGowan on January 20 at Washington Dulles International Airport.
“Our police have attempted to contact Ms. McGowan so that she can appear in a Loudoun County Virginia court to respond to the charge,” said Rob Yingling, a spokesperson for the Metropolitan Washington Airport Authoritys Police.
Via her official Twitter account -- @rosemcgowan -- McGowan accused the police of trying to silence her, referring to the arrest warrant as, "horseshit."
Personally, I feel like the sudden announcement of the arrest warrant is a means of scaring McGowan into keeping silent and portraying her as a drug user. I don't buy into conspiracy theories, but doesn't it seem odd that this all comes out after she came forward with sexual assault allegations? If it was real, why hasn't she been arrested by now?
What do you guys think? Is the arrest warrant against Rose a way of discrediting her or does the actress have drug problems that have not been addressed?
